Subject: Head bearing adjustment....HELP

I just did my 15k service and along with it I changed my fork oil and re-packed my head bearing.
I followed the manual exactly when tightening my head bearing and when done I could barely turn the steering. I back the stem nut off another 1/2 turn, re- torqued the crown nut and the bike still handles horrible and the steering still feels too tight!?!?
Any opinions on how to get this thing adjusted properly ?

I just took it apart again and went back through the procedure. It looks like I put the stem nut on upside down!! The shoulder side faces the bearing. Anyway, it feels great now!!
