When re-installing the tour pack is it necessary to use the lil' plastic sleeves. (for lack of a better term)

On the inside if the bags at the 4 contact points that the trunk sits and locks on. I have 4 round plastic sleeves with a slit in them. The slit slides over the 4 round contact points that the trunk sits on. On the insides of the fender at these 4 points the fender is recessed. The sleeves I'm referring to also have a flange on one end. The flange end sits in the recessed portion of the fender.

Just wondering if these are necessary when re-installing? As at least 1 always comes off when removing the trunk.

Yes use them. They are bushings. Probably to keep tour pack from rattling.
