Subject: rear fender rail cover bolts KP

Hi,
My '08 KIngpin is fitted with quick connect leather saddle bags. I removed the rear chrome rail covers to allow access to remove my passenger seat bolts. My rear rail cover bolts are fitted with slotted spacers on which the saddle bag brackets mount. Upon reinstalling I torqued the rear chrome rail cover bolts to 24.5 N-M as stated in the shop manual for original bolts. This stripped out the allen socket head on two of my bolts. Are these bolts regular Stainless Steel "Button Socket Cap screws" or chrome that can be bought at any fastener supply store? Or should they be chrome from Victory? What should they be torqued to?

I found some M8-1.25 x 50mm ASME Class 12.9 Chrome Button Socket Cap screws at Fastenal. Do they have to be any particular grade? Has anyone else had trouble using the service manuals torque of 24.5 N-M?

Thanks.
